I have a question about final assignment.

In practice stage, we can have free substitution which is a chance for students to write some sentences based on main structures in a 'freer' way.
So, it can be defined as an activity in writing stage. And, as it is kind of free activity, I think we also can put it in production stage. Where should I put? Are there certain rules on what activities should be put in what stage? Or it just depends on the teacher who makes the lesson plan?
