I believe what's really confusing us is the "when it's always all about you" part.

What do we mean by something is all about you? It means you are egocentric. So the sentences are basically saying:

The leaders need to be able to do things like XXX, but if you are an egocentric person who only thinks and cares about you, you can't do things like XXX.

이렇게 영상에 해석을 해주셨는데요.. 여기서 너무 신경을 씀으로써 이 부분이 무엇을 말하는 것인지 이해가 안갑니다.

I think this could be explained it better with another example.

Think about a mother who is extremely protective of her children.

All mothers care about their children. This is different from caring [about her children] so much that the mother controls every single thing her children do.

모든 엄마들은 자식들을 귀중히 여긴다. 하지만 "이것은" 너무 자식들에게 신경을 쓰면서 자녀들의 행동 하나하나를 조종하는 것과는 확실히 다른 것이다.

So here, "this" (이것은) is essentially "mothers caring about their children."

Going back to the original question, we are talking about "us caring about what other people think about us."
