2.Makes bold, decisive decisions

My answer was 4. Shouts at workers to get their attention; however, after my work was checked, the correct is 1. Give helpful instructions.
I am confused as to why the answer was like that. It is clear that the answer is the last option because the question asks for a negative characteristic of a leader.
