No, it is not similar to passive voice.  Passive and active vocabulary are all about how frequently these words are used by native speakers.  If we think a word is really useful and used on almost a daily basis in an English speaking country, it is active.  If the word is not, it is passive.  Passive words are not useless, but because they are not used as often, we should not spend too much and effort trying to teach them.
