Good question.  While it is true that we can sometimes follow a question with "why?" or "how?" to make it more meaningful, it depends on the structure, as it won't always work.  If we just taught students the past tense, and we ask them questions like "what did you do ~ (last night/yesterday/last weekend/etc.", adding "how?" as a follow-up question does not work.  Maybe someone responds by saying, "I watched a movie", and then we ask "how?".  This technically makes sense, but it is a bad follow-up question, and it is boring. 

That being said, in general, we can make any form of practice more meaningful by adding a "wh-' follow-up question.  Just adding "how", is not good enough.
