Thanks for the showing the question but I have a question about it.
I marked 'A' because I thought you mentioned it'll be good to follow 3 steps below when creating a plan for practicing structures.
1) Repetition or Substitution
2) A single word prompts or Picture prompts
3) Free substitution

Wasn't #2 mechanical activity? That's why I chose #2 for the answer.
Did I misunderstand about this? I need your feedback :)

p.s)  Maybe did I miss the word "IDEAL" in the question? If so, I should have chosen "D"...

The order you listed is true; however, keep in mind that single word prompts and picture prompts can be meaningful activities, it just depends on how we make them and ideally, while we should start with a mechanical form of practice first, it is best to follow that with two forms of meaningful practice.
